Vehicle Requirements & Inspection Policy
Effective Date: July 5, 2025
Applies To: All drivers operating vehicles on the Ritugo platform in Utah (and any additional jurisdictions where Ritugo expands, subject to local law review).
1. Purpose
This policy establishes minimum vehicle safety, condition, and documentation standards for all vehicles used on the Ritugo platform. The purpose is to ensure passenger safety, driver safety, regulatory compliance, and alignment with insurance underwriting requirements.
Ritugo adopts vehicle standards that meet or exceed applicable federal motor vehicle safety requirements and Utah state law.
2. Legal & Regulatory Framework
Ritugo vehicle requirements are informed by and aligned with:
Federal Motor Vehicle Safety Standards (FMVSS) administered by the National Highway Traffic Safety Administration (NHTSA
Utah Department of Motor Vehicles (DMV) registration and insurance requirements
Utah Code §41-6a-1601 et seq. governing vehicle safety equipment
Utah emissions regulations based on county requirements
Insurance carrier underwriting standards, which may impose stricter requirements than state law
Where state or local law provides a lower standard, Ritugo’s requirements govern.
3. Vehicle Eligibility Requirements
3.1 Vehicle Age
Vehicles must be 15 model years old or newer at the time of activation
Example: In 2025, vehicles must be model year 2010 or newer
Vehicles exceeding the age limit will be deactivated at the beginning of the following calendar year unless a written exception is granted by Ritugo Compliance
3.2 Vehicle Type & Configuration
Eligible vehicles must:
Be a 4-door passenger vehicle
Have seating capacity for at least 4 and no more than 8 occupants, including the driver
Have fully operational doors, windows, and seat belts for all passengers
Prohibited vehicles include:
Salvage or rebuilt title vehicles
Taxis, police vehicles, or marked commercial vehicles
Trucks, cargo vans, or stretch limousines
Vehicles with modifications that materially impair safety or emissions compliance
4. Documentation Requirements
Before activation and at least annually thereafter, drivers must submit:
Valid vehicle registration (Utah or reciprocal state)
Proof of current personal auto insurance meeting or exceeding Utah minimums
Completed Ritugo Vehicle Inspection Form
Required vehicle photographs (front, rear, both sides, interior)
Failure to maintain current documentation may result in suspension or deactivation.
5. Inspection Frequency & Responsibility
5.1 Required Inspections
Initial Inspection: Required before vehicle activation
Annual Inspection: Required every 12 months
Triggered Inspections: Required immediately following:
Any accident involving the vehicle
Safety-related mechanical issues
Passenger or third-party complaints indicating possible safety concerns
5.2 Inspection Providers
Inspections must be conducted by:
A licensed mechanic
A certified vehicle inspector
An ASE-certified technician
Ritugo reserves the right to designate approved inspection providers.
6. Minimum Mechanical & Safety Standards
Vehicles must pass inspection verifying the following minimum standards:
Exterior & Body
No significant damage impairing safety
Bumpers securely attached
Mirrors intact
Windshield free of obstructive cracks
Tires & Wheels
Minimum tread depth of 4/32 inch
No visible bulges or damage
Tires appropriately matched in size and type
Brakes & Suspension
Brakes fully operational with no pulling or grinding
Suspension intact with no excessive bounce or sag
Steering tight and responsive
Lights & Electrical
Headlights, brake lights, turn signals, hazards operational
Horn functional
Interior dome light operational
Windows & Climate Control
Windows fully operable
Windshield wipers functional
Defroster and climate control operational
Interior
Seats and seat belts functional for all seating positions
Airbags present as originally manufactured
Interior clean and free of offensive odors
Emissions
Vehicle must comply with Utah emissions requirements
No active check engine warning light
7. Ritugo Vehicle Inspection Form (Summary)
Each inspection must document:
Vehicle year, make, model, VIN, and license plate
Verification of mechanical, safety, and emissions standards
Inspector name, certification, signature, and inspection date
Inspection records are retained in the driver file.
8. Enforcement & Disqualification
Vehicles failing inspection may not be activated or may be immediately deactivated
Drivers must correct deficiencies and submit verification before reactivation
Ritugo may conduct random spot checks
Repeated failures or unsafe conditions may result in permanent deactivation
9. Appeals Process
Drivers may submit an appeal with supporting documentation (e.g., repair receipts, updated inspection) within fourteen (14) calendar days of disqualification. Appeals are reviewed by the Compliance Department.
10. Policy Review
This policy is reviewed at least annually and updated as necessary to reflect changes in law, insurance requirements, or operational standards.
